WHY GOD WILL SPEAK TO GODLESS PEOPLE WITH
RAUCOUS  SHOUTS,  BARBAROUS  SPEECH  AND A
STRANGE TONGUE, IN FULFILMENT OF ISAIAH 28.

"So it will be with barbarous speech and strange tongue that this people will hear God speaking..."  (Isaiah 28:11 NEB).

But why has Almighty God decided to speak in this way? The answer is as follows: "...this people to whom He once said, 'This is true rest; let the exhausted have rest. This  is repose', and they refused to listen."  Now to them the Word of God will be "harsh cries and raucous shouts, 'A little more here, a little there!'     and so, as they  walk, they will stumble backwards, they will be injured, trapped and caught."  (Isaiah 28:12,13 NEB).

This is for the reason that apostate priests and prophets claiming to occupy the spiritual "land" of God among mankind are spiritually speaking "addicted to (their own) wine". (Isaiah 28:7 NEB). Given that they claim to be priests and prophets of God, they are not "babes newly weaned, just taken from the breast". Therefore they have some spiritual knowledge. But this has appalling consequences for mankind. For they and the nations they are misleading are having their sins exposed. Their worship of demon false gods and other evil practices has led to their evil and guilt being uncovered by God.

The "Mighty Angel" of the apostle John's vision described in Revelation 10:1-11 is The Christ Michael. When the "Mighty Angel" swore an oath by Almighty God with his right foot upon the "sea" and his left upon "the earth", it was with reference to all mankind. The reason for the "little scroll" being open in his hand, is that all mankind will be judged according to the contents of  The Opened "Little Scroll".

The "Mighty Angel" executed the Judgement of God upon Coastland Asia through a Tsunami because they worshipped demon false gods in open defiance of The Creator Almighty God and therefore rejected the contents of The Opened "Little Scroll". But this scroll  teaches the "Way" of The Christ by which mankind may approach God for the forgiveness of their sins and to be reconciled to Him. (John 14:6).  Rejecting and showing contempt for the Spirit Law of God invokes His Judgement administered through His Son The Christ Michael.  (2 Esdras 9:7-12 NEB). EVENTS LEADING TO THE WRATH OF GOD.
"These too are addicted to wine, clamouring in their cups: priest and prophet are addicted to strong drink and bemused with wine; clamouring in their cups, confirmed topers, hiccupping in drunken stupor; every table is covered with vomit, filth that leaves no clean spot.* Who is it that the prophet hopes to teach, to whom will what they hear make sense? Are they babes newly weaned, just taken from the breast? It is all harsh cries and raucous shouts, 'A little more here, a little there!' So it will be with barbarous speech and strange tongue that this people will hear God speaking, this people to whom He once said, 'This is true rest; let the exhausted have rest. This is repose', and they refused to listen. Such calamities as floods, earthquakes,  famines, diseases and wars are as a result of the Judgement of God upon those nations offending Him during the time of the end of their systems of this "darkness".  (Eph 6:12).

But how is Almighty God communicating with mankind with "harsh cries" and "raucous shouts", with "barbarous speech" and a "strange tongue" ?  He is doing so through His anointed servants on earth.  He has inspired them by Holy Spirit to write down and publish His Spirit corrective disciplines in The Opened "Little Scroll".  Although His spiritual requirements are rejected by Jew and Gentile alike, they bar themselves from the "Way" to everlasting spirit life.  (John 14:6).

The Revised Standard Version of Isaiah 28:13 reads: "Therefore the word of the Lord will be to them precept upon precept, precept upon precept, line upon line, line upon line, here a little, there a little; that they may go, and fall backward, and be broken, and snared, and taken."

The Moffatt Translation  of Isaiah 28:11 states: "Yes, and through stammering lips and in a foreign tongue will God talk to this people..."

The New World Translation of Isaiah 28:10,11 reads: "For it is "command upon command, command upon command, measuring line upon measuring line, measuring line upon measuring line, here a little, there a little." For by those stammering with their lips and by a different tongue He will speak to this people."" These varied translations are to help the reader to fully understand the meaning.

THE EXPLANATION.
To a Godless person the spiritual language of the The Opened "Little Scroll" is a "strange tongue", different to anything they have heard before. To them it seems to be all "harsh cries" and "raucous shouts". The spiritual requirements within it are repeated often (as though "stammering") and seem "barbarous" to those who refuse to be reconciled to God.  (Isaiah 28:11 NWT & NEB).
